In a large skillet or sauté pan, cook ground beef, onion, chili powder, and salt. As it is cooking, stir and break up beef to crumble it, until beef has browned, about 5 minutes.
Add garlic, black beans, tomatoes (with juice), rice, broth, and jalapeño. Stir to combine.
Bring to a boil. Cover and reduce heat to medium-low. Simmer for 20 minutes, stirring after every 5 minutes.
