Set Instant Pot to saute mode. Melt butter, then add onion and celery and cook down for 2-3 minutes until soft.
Add sausage to the pan. Cook until it browns, about 4 minutes.
Once browned, season with garlic powder and poultry seasoning. Mix through, then pour in broth and stir again.
Add chunks of Hawaiian rolls to the pot and gently stir to mix through.
Spoon mixture into a greased dish small enough to fit into Instant Pot. Cover with foil. Create an aluminum foil sling.
Pour water into the Instant Pot and add trivet. Place dish with the stuffing on top with the foil sling. Close and cook on high for 15 minutes.
Quick release, then remove from the pot and remove the foil. Top with green onions, parsley, and gravy. Enjoy!
